Senbei, like wagashi is one of those things people don't really make at home in Japan. It is too much work and requires some utensils and equipment not normally found in a home kitchen.
Do you like senbei that much to go to the trouble of making it? I think that making it, and making it taste good will be a real chore. Better to just order some from Japan if you can't get it where you live, I think.
You might want to check out the following link, which has the english translation of a recipe in Japanese for home made senbei. It's not the traditional method, but it's pretty simple and this way you can attempt to recreate whatever variety of senbei you like most.

Here's another seemingly not-entirely-authentic recipe. I have a couple packs of imported senbei here, and neither contains wheat flour... But who knows, might taste good anyway.
